The Knox County Commission, Knox County Regional Airport (KCRA), and the Engineering firm Stantec have compiled a Environmental Assessment (EA) (pdf) to address the potential environmental impacts associated with proposed safety improvement projects planned for KCRA. The proposed safety improvement projects subject to this EA include the construction of a full-length taxiway to Runway 13-31 and the upgrade of the Runway 03 turf safety area.
The purpose of this document is to formally inform decision makers and the public of the likely environmental consequences associated with the proposed actions and their alternatives. The EA also assists with identifying the environmentally preferable alternative for the proposed actions. Finally, the EA provides the FAA with the information necessary to determine whether the cumulative impacts associated with the proposed projects have the potential to significantly impact the environment. Based on this determination, the FAA has issued a Finding of No Significant Impact (FONSI).
The Airport hosted an informational meeting for this EA project, November 19, 2005. Copies of the Draft EA were then forwarded to the US Army Corps of Engineers, US Fish & Wildlife Service, US Environmental Protection Agency, Maine Department of Transportation, Maine Department of Environmetal Protection, Maine Historic Preservation Commission, Penobscot Indian Nation Cultural and Historic Preservation, and the Passamaquoddy Tribe. Copies were available for public review at the town offices in Owls Head, Rockland, South Thomaston, and Thomaston. Copies were also available at the Knox County Administration office in the County Court House in Rockland and the Keag Store in South Thomaston. Another Public Meeting was held April 29, 2006 at the Owls Head Town Office. Responses and comments from federal and state agencies, as well as those received from the public were incorporated into the revised version of the EA. The EA was forwarded to the FAA for action. Another Public Meeting was held on September 23, 2006 at the Owls Head Town Office Community Building to ensure comments were received and incorporated.
